Regional talks on climate change finance and sustainable development
Jakarta, 01 September 2015 –
The Regional Forum on Climate Change Finance and Sustainable
Development kicked off Tuesday in Jakarta with speeches from
Indonesia’s Finance Minister Bambang Brodjonegoro, UN Assistant
Secretary-General and UNDP Regional Director for Asia and the Pacific
Haoliang Xu, as well as HE Johanna Brismar Skoog, Ambassador of Sweden
for Indonesia and the United Kingdom Ambassador for Indonesia ASEAN, and
Timor Leste HE Moazzam Malik.
Led by the Finance Ministry and UNDP, the forum includes ministers and ambassadors from more than a dozen countries in Asia and the Pacific, and aims to explore new ways of financing sustainable development and responses to climate change by making the most of scarce resources. The Government of Sweden and the United Kingdom, UNEP (United Nations Environment Programme), the International Institute for Environment and Development (IIED) and the Climate Policy Initiative (CPI) are also supporting the forum.
In his opening address, Finance Minister Bambang Brodjonegoro said Indonesia has delivered three climate change measures to achieve sustainable development goals; (i) to mainstream climate change agenda in planning and budgeting process (ii) to increase budget effectiveness of the management and usage of financial resources (iii) to mobilize other financial resources for climate change agenda.
The forum comes less than 30 days before the United Nations General Assembly endorses the new global development goals, otherwise known as the Sustainable Development Goals or SDGs. The gathering also comes less than 100 days before world leaders gather in Paris for the UN Climate Change Conference to agree on a new, universal and binding agreement on climate change.
According to climate change experts, decisions made in Paris will have significant implications on how global development is pursued over the next few decades. The three days conference will contribute to the increase of public financing effectiveness to ensure successful implementation of the SDGs well as commitments coming out of the Paris Climate Change Conference later this year.
Finance Minister Brodjonegoro added “the main contribution of this Asia Pacific Regional forum is common understanding among participating countries on the importance of increasing public budget effectiveness in addressing climate change and sustainable development. For this, Indonesia is proud to partner with UNDP on this initiative.”
UNDP Asia-Pacific Director Haoliang Xu said countries around the world must work together to create adequate financing frameworks to deliver on sustainable development and climate change objectives.
“UNDP has been working with the UK and Sweden to ensure that climate finance in particular is linked to national budgeting processes. This work has helped build common priorities on sustainable development and climate change across finance, environment and planning ministries and institutionalized common policy frameworks,” Xu said..
British Ambassador to Indonesia, ASEAN and Timor Leste HE Moazzam Malik said, “2015 is a crucial year in combating climate change. We are encouraging all our partners to make ambitious commitments ahead of the COP in Paris in December. Today’s meeting is about giving countries the tools they need to so they can translate their commitments into effective action. For example, the UK has been working closely with the Indonesian Ministry of Finance to help it identify and channel more funding towards activities that will have greatest impact on climate change. Helping governments plan and budget in this way is vital to help reduce emissions alongside delivering strong economic growth”.
HE Johanna Brismar Skoog, Ambassador of Sweden to Indonesia highlighted Sweden's experience to boost economic growth while reducing GHG emissions, thanks to the implementation of innovative and climate-friendly financing mechanisms. The New Climate Economy Report outlines this experience - Indonesia, the UK, and Sweden are among the commissioning countries. Ambassador Brismar Skoog also called for ensuring that climate finance reached the poor and most vulnerable, including women.
"Climate change cannot be fully handled without gender equality," she said.
